Advocacy

To contribute towards full, efficient and effective implementation of the Animal Welfare Act No.19 of 2008, Veterinary Act No. 16 of 2003 and Animal Disease Act No. 17 of 2003.

Why It Matters

ASPA is working to promote the enforcement of the Animal Welfare Act No. 19 of 2008 and other supporting legislation such as the Veterinary Act No. 16 of 2003 and Animal Disease Act No. 17 of 2003. These legislations provide a framework to safeguard and ensure humane treatment of animals. They also set forth the tools and structures to guarantee wider community engagement in protecting and enforcing animal rights.

As noted before there is low interest among the policy makers and law enforcers on issues of animal welfare. This also means animal welfare is not prioritized in setting of district plans and budgets therefore more advocacy is needed in this regard.

How We Do It

Under Advocacy, ASPA advocates for Animal welfare to be included in regional district plans and budgets of Arusha(enabling the Animal Welfare Act No.19 of 2008, Veterinary Act No.16 of 2003 and Animal Disease Act No.17 of 2003). This is done through;

Functional regional/ district level committees on animal welfare;

This is in support of creation of a national level council on animal welfare as described in the Animal Welfare Act No.19 of 2008. ASPA is working to establish regional level structures to ensure animal welfare priorities and needs receive collective attention and action from all actors.

Sufficient and well equipped (and funded) animal welfare inspectors are in place in each of the LGAs in Arusha;

This is done through lobbying and advocacy efforts engaging inspectors, LGAs and development partners to strengthen existing structures, develop clear plans and secure resources.

Sufficient budget allocation in district budgets on addressing animal welfare;

ASPA lobby and sensitize local government authorities and make a case for increasing resource allocation on animal welfare and rights priorities. Other actors and the community are involved to ensure programmes developed are pertinent to local needs and the prevailing situation.

Key Outputs

  • Increased knowledge among policy makers and leaders on animal welfare issues
  • Lobbying and monitoring of district plans and budgets on animal welfare as conducted from 2016
  • District animal inspectors  and other animal welfare practitioners in all districts of Arusha are well informed on the legal issues related to animal welfare
  • LGA’s in Arusha develop and adopt bylaws/regulations on animal welfare
