Building a Strong ASPA

Program Goal

Contribute towards building a strong movement for animal welfare in Tanzania

Why it matter

ASPA provides a much needed service on animal welfare to communities in Arusha for over a decade. During this time ASPA was run on a voluntary basis and under difficult funding conditions. Most donors have never funded organization running costs hence making it quite difficult to attract full-time employees. Most of the founders therefore had to sacrifice their private businesses to carry out activities. At the same time, demand for services offered by ASPA to the community in Arusha has been on the increase.

As the organization and the demand for animal welfare services grows there has been an apparent need to have in place full time employees to run the day to day activities of the organization as well as instituting systems for management and governance of ASPA. ASPA with support from WSPA has initiated a capacity building program since 2007. We intend to continue to strengthen the organization and build systems that will enable ASPA to deliver this strategic plan and to deliver its mandate effectively. Only with a strong ASPA can the community we serve enjoy improved and sustainable access to services that ASPA is offering.

How we will do it

The purpose is to build the institutional Capacity of ASPA to deliver the 2016-2020 strategic plan and sustain its outcomes. We will do this by;

• Putting in place strong and functional structures and systems are in place; This will involve training and capacity building for both the staff and leaders on issues of governance and management practices. ASPA will ensure the mandatory governance structures are functional and policies and systems are in place to guide the management and administration of the organization including human resource and financial management.

 Ensure effective and timely delivery of strategic plan results and outcomes; This will involve two aspect. One, a monitoring and evaluation system will be instituted and allocation of responsibilities and performance of staff will be measured based on results. Two by ensuring ASPA has sufficient human resource capacity and financial capacity to deliver the strategic plan results timely.

• Build Strong collaboration and support to ASPA programs by community, government, donors and other stakeholders; Building partnerships and synergies will be one of the key overall strategy for ASPA in delivering this strategic plan. ASPA will work with various stakeholders including Government, NGOs, Donors, Private sector, researchers etc to ensure greater impact, sustainability and to avoid duplication of efforts.

Key Outputs

• Improved performance of ASPA governance structures and practices to meet the growth needs of the organization.

• Improved human resource capacity of ASPA to deliver the 2016- 2020 strategic plan by 2018

• ASPA has an effective and efficient financial management system by 2017.

• ASPA has improved its infrastructure, knowledgebase and practices in delivering animal welfare services/ programs by 2020.

• By 2020 ASPA enjoys good relations with government, donors, community and other actors in the field of animal welfare

• ASPA has improved program, institutional and financial sustainability by 2020
